Collaborative EDO Announces $500,000 Award from Business Oregon to Advance Semiconductor Industrial Site in Eugene.

EUGENE, OR – July 9, 2025 – Collaborative Economic Development Oregon (Collaborative EDO) is proud to announce the intent to award $500,000 from Business Oregon to help make the Westgate Industrial Park in Eugene more shovel-ready for future semiconductor-related investment and job creation.
The Westgate site, located at 50 N. Danebo Ave., represents one of the region’s most promising employment lands, with nearly 80 acres of property being made move-in ready. The property includes more than 130,000 square feet of existing heavy industrial space, access to a Union Pacific rail spur, and proximity to the Randy Papé Beltline and Interstate 5.
This award will support critical infrastructure upgrades including engineering work, permitting, and environmental assessments aimed at accelerating site readiness for high-impact semiconductor employers.
“This is one of the most strategically located industrial properties in the entire Willamette Valley,” said Tim Campbell, Principal Broker at Campbell Commercial Real Estate, which represents the site. “With this investment from Business Oregon, we’re able to move more quickly to prepare the site for new employers, which could bring hundreds of high-wage jobs to our community.”
The site is well-positioned to support semiconductor-related businesses. Infrastructure at the site includes 10MW of available power, natural gas service, water and sewer connections, fiber-optic internet options, and proximity to Eugene’s airport and regional workforce. The property is also within the Enterprise Zone, enhancing its competitiveness for companies seeking cost-effective expansion sites in Oregon.
Preliminary estimates indicate that full buildout of the Westgate site could support up to 1,000 full-time jobs, making it a major contributor to Lane County’s industrial job base.
“One of the biggest challenges in economic development is the lack of market-ready industrial land,” said Matt Sayre, Executive Director of Collaborative EDO. “This award helps unlock the potential of the Westgate site and demonstrates how state and local partners can collaborate to attract job-creating investments. We can now ramp up Collaborative EDO’s business recruit program to attract employers to the site.”
The $500,000 Westgate award is part of Business Oregon’s Semiconductor Industrial Land Loan (SILL) forgivable loan program, designed to expand employment lands and strengthen Oregon’s competitiveness in the growing semiconductor and advanced manufacturing sectors. In total, the SILL program has awarded $10 million to 8 projects throughout Oregon.
This marks the second successful award of its kind in Lane County. In 2024, Collaborative EDO worked with partners to secure over $2 million in similar funding to prepare 107 acres in Coburg, Oregon, for new site development—a project projected to support more than 1,200 jobs and generate over $1 billion in payroll over ten years.
